IASLIM

International association of sport and leisure infrastructure management is an organization and movement, for the purpose of improving the management of sport and leisure infrastructure through out the world.

 

Association would not be a bureaucratic organization, with a centralized structure but a network of national, regional and continental conferences and committees, as part of the international structure.

 

Association as a movement will design a virtual space using fast communications with the internet connections, e-mail correspondence, on line video conferences and workshops and distant education, training and consulting programs and services.

 

International association of sport and leisure infrastructure management aims to make commitments to the infrastructure managers and to develop profession of sport and leisure infrastructure management.

 

A need for Association, an organization of and for professional managers of sport and leisure infrastructure, has been recognized by hundreds of public institutions, private companies, sport clubs and federations and local communities, all over the world.

 

Mission

Mission of the International association of sport and leisure infrastructure management is development of a network of public institutions, private companies, research institutes, educational institutions and consulting agencies, regional and local communities, which plan, build, manage and maintain sport and leisure infrastructure. They are integral part of social-economic life in each community and provide facilities and services for sport for sustainable development, sport for all, health-related programs, events, entertainment and leisure activities.  

 

Association will open a space where knowledge and experiences of planning, building, managing and maintaining of sport and leisure infrastructure, will be exchanged between all interested parties, serving public interests, assuring sustainable development of environment and society, developing infrastructure and support entrepreneurship in sport and leisure business.

 

Program of Association includes education, training, consultancy, standardization, certification, communication systems and publications in the field of sport and leisure infrastructure management. 

 

Sustainable development

Natural resources (land, air, water, energy, biodiversity) are limitation factors of urbanization and thus also for sport and leisure infrastructure development. They must be carefully analyzed and professionally planned in accordance with high standards and regulations concerning sustainable development of natural and built environment.

 

Infrastructure and environment must be harmonized, and facilities must be in line with other users of land. Sport and leisure infrastructure encompasses huge areas and is considerable consumer of land, air, water and energy and has an important impact on the environment. Infrastructure has to be an integral part of land and urbanization plans.

 

A correct relation between sport and leisure, infrastructure and environment recognizes the limitations of natural resources and follows environmental standards and regulations. Environment standards are basis for the National program of sports development and the network of sport and leisure infrastructure on the national, regional and local level. This network is one of the major elements of state physical plan.

 

Further development of the infrastructure demands careful planning of building or reconstructing the facilities, according to accepted international standards. Construction of infrastructure, especially in natural environment, has impacts on water depletion, contamination of the soil, underground water, the air and biodiversity. Planning and construction of infrastructure in the urban areas and services provided in these facilities, define socio-economic basis of the modern life.  

 

It is the local and regional municipalities and the government’s responsibility to accept the national physical plans, programmes and other acts, which will enable development of sport & leisure infrastructure in accordance with the natural resources and sustainable development of the environment. 

 

Social management

Sport and leisure are important parts of every day's life, education, economy and globalisation processes around the World. Physical education in schools, sport for all, professional sport, Olympic games, tourism, leisure and entertainment represent variety of modern trends in globalise World. Sport, leisure and infrastructure as a sector of economy is a multi-billion-euros industry, which involves planning, engineering, construction, management and maintenance of infrastructure, equipment industry, energy and water supply systems, communal and transport systems, tourism, events management sector, advertising and public relations, health, schools, social welfare, banking and insurance sectors, real estate business and many other sectors.

 

Public sector encompasses public institutions on local, regional and national level. They owned and manage most of sport infrastructure, follow and exercise public interests, which involved accessibility of services for all people, quality of services and safety of facilities. They also control public finances and sustainable development of infrastructure.

 

Private sector encompasses private enterprises. They own and manage most of leisure infrastructure and tourist industry. Private sector is focused in finding attractive business opportunities and earning more profits.

 

Social management is a sector that connects public interests and private entrepreneurship. It is fast growing sector that includes new types of non-profit institutions with professional management. They follow and exercise public interests using professional skills for cost efficient management of sport, leisure and infrastructure. These institutions have contracts with the local communities and are self financed organizations. They are on the market but they closely cooperate with local communities and sport organizations. They develop innovative new programs focused on promotion of healthy life. These programs are adapted to different levels of practice and purchasing power. Profits are mainly reinvested in developing new programs and services and building new infrastructure.

 

Future development of sport and leisure infrastructure management as well as development of sports and leisure programs and services, will be closely connected with social management, which will support public private partnership.

 

Infrastructure

Sport and leisure infrastructure encompasses facilities, communal infrastructure, water and power supply systems, waste management infrastructure, transport systems, communication and security systems and other suppliers of goods and services for management and maintenance of infrastructure. Sport and leisure infrastructure includes all types of sport and leisure facilities as sport centers & parks, recreational areas, baths and swimming pools, athletic and football stadiums, sport halls, skating rinks, tennis courts, ski resorts, golf courses, hippodromes, velodromes, shooting ranges and other facilities.

 

Infrastructure management has different legal forms. Most common are: public institution, public company, professional nonprofit organization, municipality, sport club, sport association, enterprise and private entrepreneur.

 

There are millions of sport and leisure infrastructure operators in over 200 countries around the World. Public institutions, private companies, sport organizations, municipalities and others, operate with infrastructure, serving public interests or doing business for profit. Public-private partnership is developing in some countries. Managing infrastructure has political, social and economic influences on sustainable development of environment and society.

 

Sector of economy “sport, leisure and infrastructure” is huge. It is difficult to form an accurate estimation of this sector, because limits are not precisely set, so many socio-economic elements are link together and with something else, data are not collect and put in order, statistics are unreliable. It is one of the fastest growing sectors of national and World economy.

 

Future development of infrastructure will be closely connected with sustainable development of environment, social management, standards and regulations of planning, (re) construction, management and maintenance of infrastructure. Based on these standards sport and leisure centers will be categorized and licensed.

 

Universities, business schools and professional training institutions, will develop higher educational courses, international workshops and exchange programs for continuing professional development and training of specialized profiles of employees, with identification of key success factors, reviews of technologies and best practices. Many of these programs will be sponsored activities. Scholarships for students and financial support for employees will be introduced.

 

Professional managers and experts will provide expert knowledge on international forums and executive business consultancy to the infrastructure management.

 

Program

National Associations

International association of sport and leisure infrastructure management will promote and support foundation of national associations. They will become national networks of institutions, companies, communities and others, operating in the field of infrastructure. Space will be open for new knowledge, best practices and exchange of information. Associations will establish co-operation among sport and leisure centers and other organizations, serving public interests, support sustainable development, developing social management, infrastructure and businesses. National associations will co-operate on international level. 

 

Regional and Continental Committees

International association of sport and leisure infrastructure management will develop organizational structure that will support foundation of Regional and Continental committees, which will organize and connect national associations in regions and continents. Committees will operate in cooperation with National associations, Ministries, Universities, other associations and institutions. We are designing a network of committees in Latin America and Caribbean, Europe, Africa, North America, Asia and Oceania.

 

Co-operation with International Sport Federations

Association will establish co-operation with 28 International Olympic Summer Sports Federations:

Educational and training programmes

Association will support Universities, business schools, professional training institutions and professional associations to develop graduate and post graduate University programs, certified higher educational courses for continuing professional development and exchange programs for specialized professions and working places needed for management and maintenance of sport and leisure infrastructure. Together with the Universities and business schools we’ll develop efficient system of scholarship for students and financial support for employees.

 

Association will promote and support foundation of educational program International school of sport and leisure infrastructure management, which will be developed and conducted in co-operation with Universities, business schools, specialised professional training institutions and professional associations, from different countries. School will raise the levels of business competencies and efficiency in sport and leisure infrastructure management.

 

Study visits to the best sport and leisure centers in the World will be organized. 

 

Executive Business Consultancy

Professional managers and experts from various fields of technological systems, social management, education, planning, civil engineering, marketing, management and maintenance of infrastructure, will provide expert knowledge at international workshops and conferences, with executive summaries, in-depth management reports and overviews of the key factors. Executive business consultancy for improving business skills and raising efficiency, will be offered to the management of sport centers and leisure facilities, to became international competitive.

 

The Association will promote and support foundation of Professional sport and leisure infrastructure management agencies, which will promote internationally recognized professional standards and provide consultancy programs and services from the fields of:

  • sustainable development
  • social management
  • construction, management and maintenance of infrastructure
  • revitalization of towns and reconstruction of infrastructure
  • urbanism
  • ecology
  • R&D innovative new programs focused on promotion of healthy life
  • recreational areas
  • tourist regions
  • educational and training programs for specialized profiles of employees
  • new technologies
  • improving standardization in cost efficient sport and leisure infrastructure management
  • new marketing strategies
  • efficient funding.

 

Standards and regulations

Standards and regulations of planning, construction, management and maintenance of sport and leisure infrastructure, are bases for sustainable development of environment and society, national physical plan, new technologies, economical usage and cost effective management and maintenance of sport and leisure infrastructure and fostering higher standards in sport management.

 

Standards and regulations represent professional tools for state, local and regional municipalities, planners of environmental development and urbanization, investors, civil engineers, designers, construction and equipment industry, tourist industry, park officials, public and private managers of sport centers and leisure facilities, school boards, sport administrators, sport clubs and associations, events managers, teachers and students of sport management and physical education at universities and colleges. 

 

Association will establish co-operation with associations of sports and leisure facilities, international sport federations, associations of architects and civil engineers in preparing proposals for sport and leisure infrastructure standards and regulations.

 

Network

National network of sport and leisure centers is essential part of national physical plan. The network takes into consideration all relevant natural factors, urban areas, number and structure of population, existing sport and leisure infrastructure, traffic, communal and communication systems on the national, regional and local level, neighboring communities, sport culture and tradition, level of sport activities including physical education in schools, youth sport competitions, sport for all, professional sport, events, leisure and entertainment programs, tourist centers and other factors.

 

Network represents the frame and guide for decision makers, who will use it for directing future social and economic development, investing money, managing infrastructure and providing sport and leisure programs and services on the local, regional, national and international level.

 

Certification

Association will promote and support sport and Leisure infrastructure management centers of competence, which will run statistics and conduct the register of sport and leisure centers. Quality criteria will be determined. Certificates of excellence will be issued to sport and leisure centers in different categories. 

 

Catalogue

Based on certification of sport and leisure centers and yearly overview, Association will edit catalogue of sport and leisure centers, as print edition and e-catalogue. Catalogue will present sport and leisure centers all over the World, their facilities, technologies, programs, services and contacts. In addition World directory of sport and leisure centers will be prepared. Best centers will be awarded and promoted. Editorial board will be set up.

 

Forum

Professional managers and experts from sport and leisure infrastructure will establish sport and leisure infrastructure management forum, which is going to become a stage for presentation, discussion and exchange of knowledge and experiences in the fields of sustainable development, social management, state of the art technologies and innovative programs. Forums will have their leading themes.

 

International company

Project of setting up an international company, which will provide funding of Association, will be prepared with partners.

 

Communication systems

Association will support development of communication systems, which will connect sport and leisure centers (infrastructure) with the users (buyers) of services, sport organizations and tourist agencies. Systems include web sites, e-news letters, sms communications, e-spots and wireless access to internet in sport and leisure centers
