MINUTES

First IASLIM Continental Conference for Latin America and Caribbean, was held in conference hall in San Carlos, Venezuela on Friday, 29 May 2009 at 11.00 a.m.

 

Present

 

Participants: Pedro Garciá Avedaño (Venezuela), Rector of Universidad Iberoamericana del Deporte, Jorge Ehlers (Chile), President of IAKS for Latin America, Fernando Telles (Brazil), Recardo Becerra Sáens (Columbia), Ricardo F. Registration of participants at the conference was done previous day by registration desk of International Seminar “Sport and Leisure Infrastructure management”.

Conclusions

 

Ad. 1

Jože Jenšterle, Secretary General of IASLIM opened conference and greeted guests and participants at the Conference. He presented proposal for members of Presidency. Participants confirmed members of Presidency: Carlos Vera Guardia, (Chile), Nancy González de Sanoya (Venezuela), Omar Carnevali (Venezuela), Jorge Ehlers (Chile) and Jože Jenšterle (Slovenia). The conference was chaired by Carlos Vera Guardia.

 

Ad. 2

Juan Carlos Martinez (Venezuela) presented conclusions of International Forum that was held on 27 – 28 May 2009 in San Carlos.

 

Representatives of participating countries presented reports about sport and leisure infrastructure in their countries and development in the future. Reporters were: Fernando Telles (Brasil), Jorge Ehlers (Chile), Ricardo F. Badía López (Cuba) and Omar Carnevali (Venezuela).

 

Secretary General informed the Conference that IASLIM National Committee of Venezuela was founded. Members of the Committee are: Nancy González de Sanoya, President and Vice-Rector of Universidad Iberoamericana del Deporte, Juan Carlos Martinez, Secretary and members Enrique Rodrigez, Aminta Villaquiran, Italo de Luca, Manuel Nadal and Alfredo Torrealba.

 

Ad. 3

Carlos Vera Guardia presented program of IASLIM. He emphasized that International association of sport and leisure infrastructure management is an organization and movement, for the purpose of improving the management of sport and leisure infrastructure through out the world.

 

Association would not be a bureaucratic organization, with a centralized structure but a network of national, regional and continental conferences and committees, as part of the international structure. Association as a movement will design a virtual space using fast communications with the internet connections, e-mail correspondence, on line video conferences and workshops and distant education, training and consulting programs and services. International association of sport and leisure infrastructure management aims to make commitments to the infrastructure managers and to develop profession of sport and leisure infrastructure management.

 

Mission of the International association of sport and leisure infrastructure management is development of a network of public institutions, private companies, research institutes, educational institutions and consulting agencies, regional and local communities, which plan, build, manage and maintain sport and leisure infrastructure.

 

Association will open a space where knowledge and experiences of planning, building, managing and maintaining of sport and leisure infrastructure, will be exchanged between all interested parties, serving public interests, assuring sustainable development of environment and society, developing infrastructure and support entrepreneurship in sport and leisure business.

 

Program of Association includes education, training, consultancy, standardization, certification, communication systems and publications in the field of sport and leisure infrastructure management.

 

Program of IASLIM Continental Committee for Latin America and Caribbean includes: (1) educational programs and international seminars, (2) “International School of Sport and Leisure Infrastructure Management” and cooperation with Universities, business schools and educational institutions in Latin America and Caribbean, (3) organization of IASLIM Continental Conferences for Latin America and Caribbean, (4) organization of IASLIM Continental Committee for Latin America and Caribbean meetings, (5) administration of IASLIM Continental Committee for Latin America and Caribbean meetings in Venezuela, (6) membership of IASLIM Continental Committee for Latin America and Caribbean and (7) marketing activities. Program of meetings and conferences in 2009 and 2010: (1) IASLIM European Conference, Ljubljana, Slovenia, 23-25 September 2009, (2) CIDyR, 1er Congresso Ibero-Americano de Instalaciones deportivas y recreativas, Barcelona, Spain, 19-22 October 2009, (3) IAKS Congress, Köln, Germany, 28 October 2009 and (4) Second IASLIM Continental Conference for Latin America and Caribbean, November 2010.

 

There were no additional proposals in discussion, for completion of the program. Program was accepted by acclamation. It will be subject to changes.

 

Ad. 4

Jože Jenšterle presented the Statute of IASLIM. He explained content of chapters and each article: (1) Name, (2) Status, (3) Objectives, (4) Address of association, (5) Membership, (6) General Assembly, (7) Extraordinary General Assembly, (8) Executive Board, (9) President, (10) Secretary General, (11) Commisions, (12) Regional and Continental Committees, (13) Head office, (14) Regional and Continental offices, (15) Working language, (16) Membership fees, (17) General financial affairs, (18) Cessation of membership, (19) Modification of Statue, (20) Dissolution and (21) Other matters.

 

There were no additional proposals in discussion, for completion of the Statute. It was accepted by acclamation. The Statute will be subject to changes.

 

Ad. 5

Carlos Vera Guardia presented candidates for members of IASLIM Continental Committee for Latin America and Caribbean for mandate 2009 – 2012. Proposal was prepared in consultations with representatives and associations of participating countries and Secretary General.

 

Proposed candidates were:

  1. Omar Carnevali (Venezuela), President
  2. Jorge Ehlers (Chile), Vice-President
  3. Alexander Meier, (Venezuela), Secretary
  4. Fernando Telles (Brazil),
  5. Victor Marinescu (Argentina),
  6. Humberto Rodrigez (Mexico),
  7. Ramon Salcedo (Dominican Republic).

 

After presentation of candidates, chairman asked for additional proposals. There were no additional proposals for IASLIM Continental Committee. Members of the Committee were elected by acclamation.

 

Ad. 6

Omar Carnevali (Venezuela), President of IASLIM Continental Committee for Latin America and Caribbean, expressed his and his colleagues’ thanks for confidence given by participants at the conference. He presented tasks, which will be addressed in the future.

 

Ad. 7

In closing speech Nancy González de Sanoya (Venezuela), emphasized the importance of foundation the IASLIM Continental Committee for Latin America and Caribbean and commitment of all participants at the Conference to fulfill the program of the Association.

 

Ad. 8

Pedro Garciá Avedaño (Venezuela), Rector de la Universidad Iberoamericana del Deporte and Jože Jenšterle, Secretary General of IASLIM signed Agreement (Carta de entendimiento) for development and implementation of educational project “International School of Sport and Leisure Infrastructure Management”.

 

The Conference ended at 13.00 p.m.
