10th World Leisure Congress in Quebec, Canada. Ian Cooper and Joe Jenšterle met on Sunday, October 5th 2008 in Château Laurier Québec, and define the program of cooperation between the World Leisure Organizacion, which is recognised by the United Nations and IASLIM. Congress in Quebec: Derek Casey, Chair of the Board of Directors of the World Leisure Organization, Joe Jenšterle, President of the Sport Center Association of Slovenia and Head of the IASLIM Project, Ian Cooper, Chair, World Leisure Innovation Prize Adjudication Panel and Chair, World Leisure Management Commission and Andrew Williams the WLO Honorary Treasurer.

For sustainable development of sport, leisure and infrastructure, "social management", introduction of "green" technologies and innovative programs for all people, we need "new paradigm or philosophy of sport, leisure and infrastructure".
